Case Study
Capital Engineering and Research Incorporation Limited
Rockwood International Logistics Co., Ltd signed a contract
with Capital Engineering and Research Inc. Limited in 2007 to
provide logistics service for its export machine, pickling line
for code rolling, to Nigeria. In early March this year, Rockwood
was appointed its clerk to provide in-house service by working
together with the customer.
Through the researches in spot, Rockwood has think out the whole
logistics solution, including package, fumigation, watch for
the cargo readiness process, inland transport, courtyard arrangement,
container plan, encasement, HS code selection, documents check,
customer clearance, etc. and keep in touch with other involved
logistics providers, taken measures to solve all kinds of problems.
As a state-owned enterprise, Capital Engineering and Research
Inc. Limited have many departments involved. At the early stage,
our clerk joined its many inner meetings to answer various logistics
doubts and questions, which were summarized to get ready for
the whole solution.
The export machine is composed of hundreds of category and nearly
five hundred of parts. It's quite a hard work to select the
right HS code and consolidate all parts. With the requirement
of the contract on HS code in mind, Rockwood has consulted several
times from Customs and got it done. The Tianjin Customs provided
two HS codes for all parts. The following operation will be
instructed under these two codes. Later, we chose suitable container
category, accounted the parts number of each container, arranged
each container one by one; what's more, several suppliers are
involved since there are such a number of parts. We went to
every factory to check cargo packages, making the picking-up
plan accordingly. We kept in touch with the suppliers about
the cargo's readiness, the package, and the fumigation. When
the cargo is ready, we went to monitor and coordinate the picking-up
in spot. However, such huge quantity of cargo needs container
vessel and break-bulk liner. The package of break-bulk cargo
is so big-sized and heavy that we faced lots of difficulty in
the process. According to the ship booking information, we had
to arrange much haulage in very short time to keep the picking
process smooth.
The consignee's country Nigeria has strict customs rules on
its import certificates, such as original certificate, fumigation
certificate of wooden package, the beneficiary’s statement, which
are rare in normal international trade, under the Letter of
Credit. But the customer and the suppliers are not quite familiar
with both countries' customs rules and those certificates. Our
clerk kept patient to explain the relative rules and checked
all documents prepared.
The confirmation speed is slow, and the reply is always delayed
since the customer's big size and strict inner rules, which
Increases the risk to control the operation process. On one
hand, we keep following and monitoring each procedure strictly,
on the other hand, we make sure the smoothness of the whole
logistics chain, keep coordinating each party actively and following
up strictly accordingly to the timetable.
In the very late period, the error of shipping line disturbed
our plan. In order to solve the problem, we abandoned the former
plan and took the emergency measures. As a result, we transported
the cargo to the port in time and cached up with the shipping
departure plan.
In the whole process, we have faced many difficulties. But our
strict monitor to each procedure, careful check of every documents
and efficient control of time as well as cost, promised the
success of the solution. Rockwood's professional, high-quality,
